Duties of the Laurel County Judge-Executive

 

Key Responsibilities (By Law)

According to Kentucky Revised Statutes § 67.710 and associated statutes, the Judge/Executive must do the following:

  • Make sure Fiscal Court ordinances and resolutions are carried out.
  •  Execute all contracts entered into by the Fiscal Court. 
  •  Enforce state laws relevant to the county and those under the oversight of the office. 


  •  Prepare and submit for approval an administrative code governing how the county operates (how departments are run, how purchasing is done, personnel rules, etc.). 
  •  Review and revise that code periodically or when requested by the Fiscal Court. 


  •  Keep the Fiscal Court informed about the operations of county departments, boards, commissions. 

 

  • Require annual financial reports from elected/appointed officials and boards that use county funds.


  •  Prepare and submit an annual county budget (in compliance with other county/state statutes) to Fiscal Court.  
  •  After the budget is adopted, administer it. 
  •  Keep Fiscal Court advised of the county’s financial condition, needs, etc. 


  •  With Fiscal Court’s approval, appoint, supervise, suspend, and remove county personnel (unless some laws give specific offices independence).
  •  With approval, appoint or remove members to boards, commissions, administrative positions. 


  •  Ability to create, abolish, or combine county departments or agencies; transfer functions between them—but major reorganizations usually need Fiscal Court approval. 
  •  Similar but more limited powers over special districts.
